So How Are Relief Pitchers Scouted Or Produced?

 I remember years ago when Toronto Blue Jays starter David Wells was coming to the end of his reign as a solid starter.  He was then tried out as a reliever.  I don't know how effective he was as reliever.  There are a lot of unanswered questions on that end. including who was the pitching coach back then.   I should look at WElls numbers reliever wise.   What I am wondering is how relievers are picked. Do they taake starters who arent cutting it anymore as starters, and try them out in different reliever roles?  Or do they look at outfielders and both infielders and utility players with strong arms who aren't cutting it as fielders or as batters?  I would like to find this out.  I think I'm going to wither start contacting triple a teams or actual MLB pitching coaches.    I plan on taking a data analytics course on baseball. Relief Pitching And Figuring Out Where A Reliever Is Best At

 It could be in short or long relief, set up man or as a closer which every reliever wants to achieve.  I have been contacting both baseball training companies and semi-pro teams here in canada about it, but no one seems interested.  At this point I may just bite the bullet and contact a trople a minor league  club or MLB pitching coach.  I plan on taking a baseball data analytics course online. I want to focus on relief pitchers strictly.  I figure this, you don't start a potential reliever a cloaer or  in long relief. Baby steps are best. Put them in as set up ,en forst.  The thing is I dont know how potential relievers are trained. Obvioisly its a combination of things from just seeing how they pitch in the bullpen to actual intra squad games in certain situations, with and without runners on.
